That's how Germany does it, it works well for them but I think there would still be quite a bit of resistance to it in america. It's not a bad idea, but it could grow out of control until most of the "drafties" were just stuck doing makework and being paid tax dollars to do it.
Good points. It sounds like there's a good reason for this resistance though.

Instead of requiring people to work why not instead simply encourage them with fair wages to join the economy so that they can work for some years after primary education to save money and better decide what they will pursue in secondary education or the workforce.
I prefer that as well.
