this is so accurate

career civil servants across the federal sector asked from the beginning of bush's regime "where did he find all of these fools".

civil service consists of two layers of employees. careerists who do the day to day work and political appointees who guide the various departments and agencies. the political hires were (are), with rare exception, woefully inept and unqualified to lead.
