I don't know if it's a Civil War in the way that the US one was. It's more like gang warfare... Eastside vs. Westside kind of thing... and a lot of different warlords/mob bosses/clerics involved.
It's chaos. Figuring out how to fix this might give us insight into how to fix the inner cities in America. Somehow I don't think violaiting Western human rights values is going to be on the table, nor should it be. It will likely exacerbate the situation. Saddam kept stability in the region... but he also exacerbated ethnic differences. Common problem all over the world. And it's one we need to figure out how to stop if the world will ever see peace.
