How has it helped? I suppose that you think that most African Americans have benefited from welfare and other social programs. Last time I checked they still have a problem concerning poverty. The only thing redistribution has done for them is keep the majority them voting democrat. Redistribution does not promote self progress it promotes feelings of entitlement.
