India and Pakistan counterbalance each other.
India is currently a pro-Western technologically advanced, democratic state in a geographically strategic location, with one of the largest populations in the world.
Pakistan is a nominally Islamic fascist state, but Musharraf has been bought off, specifically by the United States, to try and reel in the fanatic Islamo fascists and specifically not war with India. This may or may not work. Musharraf also knows that the US will destroy his nuclear facilities and ally totally with India if Pakistan decides to become an antagonistic belligerent in this War.
Iran has no such constraints and a great deal more ambition.
Iran has been at war with the US for the last 27 years; it has threatened to attack the United States, Iraq and Israel; it has large surrogate armies - Hezbollah; al Sadr militia; Hamas; etcetera that regularly strike at Israel and other non-Iranian Shia targets and is therefore considered a threat, not just by the countries mentioned, but by other, non-Shia countries, such as Turkey, Saudi Arabia, Egypt, etcetera...
