I don't know if that quote is in there as written or not, but I suspect not. I bet your friend mona baker didn't read it either, but copied it from some other 'source' , and is passing it on just like you did. She's got a website whoever she is and it all looks so professional. Nothing like professional-looking propaganda! Do get back to us with a page number when you get the chance!
