Bush stole it.

He's using the money to build little Bush bots that will steal the next election too and we'll have four more years of the shrub.

Of course, the supposition is that there was money misplaced ... and unproven accusation.

Sorry, there's faulty logic at work here ...

The statement was:

"it would cost about $10 million for us to adequately staff the audit team to fully monitor disbursed funds. certainly that expense would be saved many, many times over with the enhanced oversight ... but it would then be harder for the contractors to bilk our government. we can't have that. so we make it easy for them to steal taxpayer money"

That statement presupposes that there were errors that would have been uncovered as the result of enhanced oversight ...

figured out where it has gone:

the money has been used to import unbooked gas. why? because ahmadinejad didn't want to admit that gas rationing didn't work. so he imported unbooked gasoline. this may not be all of that money, but it's a huge part.

Another fine example of why nationalized oil industries is a grotesquely stupid idea. It created the need for rationing, and when that didn't work... lost money to cover up the fact that those in charge didn't want to admit their mistake.
