They already have the Shahab-3, which is a MRBM with an effective range of around 2,100 km. They did say that they would not develop a Shahab-4. And they aren't, because that would only be another MRBM with a slightly longer range. They are now attempting to develop a missile system like India's Sanskrit Agni.
