Without something that fulfills their purpose adequately, yes.
Of course ineffective social programs don't prevent a collapse.
Also democracy tens to keep any such collapse from happening because ultimately the problems will be addressed, by government intervention if necessary.
The sad truth is that if government has to solve the problem, a lot of people are going to hate it. But since other groups do not do it adequately, government ends up getting involved.
If we deal with programs in normal times, the populist reaction tends to be far less insane when it comes.

Oh, well you mean if nothing replaced those social programs if they were to be abolished? To be frank, duh. Of course society probably wouldn't fair too well under those circumstances.

But I'm perfectly fine (and willing) to believe in volunteerism and charities far more than mandatory charity through the hand of an ineffective, corrupt and bloated government.
