Few Comments
China is the main problem here. If we can get Chinese support then I believe that the sanctions at least will work. While the US State Department claimed that goods were being checked, economic needs and desires will soon override the inspections. However, both John Bolton, Christopher Hill, Condi Rice, and Bush must persuade Hu Jintao that China has both political and economic stakes in the rationality of Kim Jong Il's regime. But, there is a major impediment to the US actually encouraging China. China ALREADY sees the problem of the nuclear tests and their neighbor's defiance. But they would rather see a status quo North Korea, then one where sanctions and trade-obstructing inspections cause the regime to collapse. In the not to irrational event of a regime collapse, violence would likely ensue and spill into China. Due to violence and political instability China's macro-economic growth could be stunted. China would rather be complacent, then help in the collapse of a regime that'd lead to dire economic and social results.
