Technically, Britain.

Morally, perhaps Argentina.

Practically, leave it up to the inhabitants.

With a sheep to human ration of 5000:1, the four legged inhabitants should be polled about this issue.


The 50 square miles occupied by the U.S. Naval station at Guantanamo Bay has been leased since after the Spanish/American war ..but since it was a lease enforced by threat of force, its legality is debatable.

Lease terms are $4,000 a year with the requirement that both the U.S. and Cuba must mutually consent to terminate the contract.
