I live in the most staunchly Democratic area in the US if you don't count Washington D.C. (Utah is statistically the most Republican).

Forgive me, but you are from the UK, correct? If so, it's completely understandable why you haven't heard of those things.

Selective service is simply the draft during war time. Technically the US still has it but we haven't used it since Vietnam.

Central Banking is the establishment of federal banks.
