In practice, is Congress as a whole or the President more powerful in determining what is law in America? I appreciate all replies. Thank you very much.

Legislative.

President can veto. Congress can override the veto. Thuh end.

Legislative branch is responsible for making all new laws. The President cannot make new laws.

I'm not sure it's a relivent question seemings how the two branches are geared towards two differnt objectives. The leg. branch is kind of like the peoples' voice. They're job is to listen to the people, amend the Constitution, and make sure out rights aren't violated. Where as sdthe Senate and House look after the people, the President looks after the country. Yes he can recomend bills and ideas to congress, but his main function is to deal with other nations. They both have different jobs that give them different powers. They're each given specific tasks and while there are a few overlappings of what they can both do, i'm not sure that one is more powerful than the other.

The legislative branch's job is to pass laws. They are the source for all legal changes.

The Judicial branch can only interpret the laws. The Legislative Branch is more powerful because they can remove any ambiguity in the wording.

The Executive Branch can be overridden by congress. It can also not make any new laws. Congress can strip the Executive branch of power if there is enough support.

Neither of the other two branches can do anything similar to the legislative branch. So it is the most powerful of the 3.
