Fear and anger are essentially the same emotion. Anger is in fact an irrational emotional reaction to fear. It causes as many problems as it solves. Half the time anger can't even be focused on the problem. Everyone has fear. Some react with cowardice. Some react with anger. Both are primitive and, while they might have their place, are generally moronic (but he who fears and runs away lives to fear another day... Angry people on the other hand just tend to create more fear). I'd recommend taking a second to think and get bearings straight before acting. In other words, take your Prozac, Jellyfish.
A politics of intelligence and decency would be a step in the right direction. Nah.

Imagine you, an unknown woman, and me in a room together. Imagine me slapping her around blooding her nose in the process, and then dragging her out by her hair. For whatever reason, you couldn’t intervene while I did all of that. What would you do, and how would you feel?

Obviously I would be both frightened and angry, plus I would be feeling a bizarre sense of powerlessness. But since you say that I am in fact powerless, what good does the anger serve?
If I were in a position to stop it, it would work out best if I could suppress the anger. Imagine the guy is four times my size. What would work better? To lash out in anger with fists flying and find myself on the floor quickly... or to silently and calmly scope the room for an object that I could use to pound his skull in- or at least use the element of surprise to gain advantage.
And in doing so, anger would not be my motivator. It would be protecting the woman and myself. A fight purely for anger would be if I attacked someone for simply insulting the woman. That's juvenile.

You can run out and look for a phone booth to dial 911.
If he attacks you, and you can’t escape, then fight dirty.
You can fill out a witness statement, and testify in court. (Few seem to do this)

Use the anger to put this guy in prison.

None of these things necessitate anger. They are all rational things. Anger makes rational thought harder.
What you are really trying to say is not to be a coward. That isn't the same as being angry. I can get angry when somebody accidentally drops something on my foot. What should I do with that anger? On the other hand, even if I were not truly angered by a violent psychopath, I would still see the point in preventing him from doing harm.
The trouble with your argument is that you assume that people are either angry or cowardice. In reality, while many people might be, a lot of people you'd accuse of one or the other are trying to find solutions to problems. They come to different conclusions. But no matter what, they are generally more productive than those that are simply reacting.

I once had a talk with my doctor, an intelligible man who had a knowledge of the human emotional and physcological anatomy. He explained something rather interesting. In primitive times, when humans lacked our capacity to think, analyze, and rationalize with our problems they still had fear. If approached their first instinct was to run and hide, to shy away from any possible anger. He explained that as time went on the human mind simply expanded in our old mind based solely off of instinctive fear. But today due to the minds of the Neanderthals our firstinstinct and reaction is fear.

Without fear, humans lack much of our guidance. We are constantly guided by fear. When many try to seek spiritual guidance, they seek it out of fear. When Americans pull their investments out of the stock market it is done outof that primitive instinct. With that being said, fear (not in excess) can be one of our most important guiding tools.
