Default Can "Limited Democracy" work in Iraq?

I was reading this article and it struck me as a good explanation of what the U.S. expects in Iraq but at the same time is it workable or even possible?

Here is a short part taken from that article at the heart of my question.

Similar dilemmas faced Bush administration planners after their invasion of Iraq. They want Iraqis "to act independently, except when doing so would affect US interests adversely". Iraq must therefore be sovereign and democratic, but within limits. It must somehow be constructed as an obedient client state, much in the manner of the traditional order in Central America.

Only if the Bush Administration is able to fill Iraq with American controlled politicians which has already happened. To truly do it the US has to knock out the rebel forces fighting American occupation and that will be impossible. I would'nt be suprised if we're stuck there for another seven years or longer.

How so? We can replace our elected representatives any time we want. They are the ones that have the power to change the laws we are governed by.

Well, the names and faces in the government change, but the people running it rarely do. Speaking of that, Nawbut, I got an interesting e-mail last week from the mysterious Oz behind the curtain at our company. It appears that he believes the Dems will make great strides in November, so he encourages us to donate money to the industry PAC. It appears we may have new faces to bribe and we need the funds.
