The Bush administration, to date, has not prosecuted even one single case against contractors accused of defrauding the US government in Iraq.
However, they
have pressed charges against subcontractors accused of defrauding Halliburton.
The cases that have actually come to trial were pressed by "outsiders" who were peripherally involved in these contracts and sub-contracts, people like whistleblowers, sub-subcontractors who were never paid, and etc etc.
