In times like these, every single social program must be carefully scrutinized to ensure that it is peforming to maximum cost efficiency and isn't duplicative in its efforts.
If a mother has access to milk through other sources and these sources are readily and easily available, there is no need for such a program now is there?
Social Consequences are irrelevant. All that matters is fiscal efficiency.

And how do you get money??? Other than the typical few and far between examples liberals always give (like Paris Hilton), most people have self created themselves. Was Steve Jobs handed apple? Bill Gates with Microsoft? Zuckerberg with facebook?
In order to make money in a capitalistic society you have to first SPEND money... or in layman's terms, invest.

The problem is, is that a lot of policies I see that are supposed to increase 'efficiency' usually mean they are just gutted for the funding. I don't think anyone will disagree that overlapping bureaucracies don't help anyone.
As for the OP and California - I thought the problem was that all major legislation had to go to a (*)(*)(*)(*)ing community committee or something of the sort, which meant any sort of law that would raise revenue via taxation or the like, was squashed, basically leaving Cali to be stuck in yesteryear. Or am I wrong?

I think we all know that Cali system is garbage. I don't know why anyone would defend such nonsense. Being that it is the pinnacle of Democratic policy, I have no idea why anyone votes for Democrats other than to keep the Republicans from winning office. Of course short of that I have no idea why anyone would vote Republican, but so is our (*)(*)(*)(*)ed up system.
Those who support the erosion of our rights and freedom, concepts people through out history have wanted, fought for, and died for, are likely the biggest fools humanity has ever known.
Cons keep complaining about income inequality yet are against any attempts to make the system more equitable such as by progressive taxation regime which forms the basis of sane economics. How they choose to ignore complete contradictions in their thinking never ceases to amaze me.
