The Jews were expelled from the region by the Romans, and were not present in any significant numbers for for nearly 2000 years, until the end of WWI. The Ottoman Empire had collapsed, and the British Empire had reached its apex. Among the strategic priorities of the British was Palestine. It was situated at the crossroads between three continents, and was perched near the Suez Canal, which offered the shortest sea-route between Europe and the Orient. The British invaded in 1916, and held a mandate in Palestine until 1948. They understood from the beginning that any strong, stable Arab state in the region would threaten their strategic command. Therefore, they divided the Middle East into a hodge-podge of fractured entities under the Sykes-Picot treaty. Palestine was a special case. The British encouraged Jews to migrate to the region to drive a wedge into the Arab populations. They had little or no concern for religious considerations. In spite of the perfidy, rational Arabs and the Jews made valiant attempts to live together peacefully. For example, in 1919, Chaim Weizmann, the leader of the Zionist movement, and Emir Faisal, the son of the Sherif of Mecca, signed an agreement "mindful of the racial kinship and ancient bonds existing between the Arabs and the Jewish people, and realising that the surest means of working out the consummation of their national aspirations is through the closest possible collaboration." http://www.amislam.com/feisal.htm This British responded by appointing fanatics to key positions on the either side. On the Jewish side, Rabbi Abraham Isaac Kook was appointed to head the Ashkenazic Rabbinate in Palestine, though he was unpopular even among the Jews. On the Arab side, the British appointed the fanatically anti-Jewish Haj Amin el Husseini--who later became a supporter of Adolph Hitler--as the Grand Mufti of Jerusalem. The situation predictably exploded into a series of riots, and eventually, full-scale war when the British pulled out in 1948. The pattern has continued ever since. There are a few exceptions. For example, the first prime-minister of Israel, David Ben Gurion, wished to use Israel as a motor for economic development of Asia and Africa. He actually organized a series of conferences which brought together leadership from all over the world to discuss the economic development of former colonies. Then their was the case of Yitzak Rabin, who was martyred for his attempts to find a just peace, based upon the principles of economic development found in the Oslo Accords. The Oslo Accords were sabotoged by every manner of perfidy imaginable. The pattern still continues.
