Men have free will. This is not God's domain. God will judge, not intervene. Or at least he won't intervene in a manner anywhere close to the kind of obvious where you can point to a series of events and say "God is clearly intervening now against [such and such] by doing [such and such]."

I would tend to agree. Communities must first expect to clean themselves up before other people like them more. This doesn't even mean "better PR." This means actually making themselves better people who lead more civilized and moral lives.

It doesn't matter who we elect, it doesn't matter what they've done or who they've done, what is important is what they actually do. Too many politicians are politicians - they like to talk about useless issues and keep people in the dark about the real issue: money. I will always care more about what the government tells me I have to spend my money on, opposed to some unborn assassination. Freedom is the right to chose, on everything.
