It is a highly unpatriotic act to shoot at your own countrymen because the puppet regime put in place by a hostile invasion force tell you to do so. No wonder that they refuse, they would probably much more like to shoot at the enemy then their own people, if they had the means to do so.
In an alternative universe, the Soviet Union has survived and has invaded the United States of America. The federal government has been replaced by people handpicked by the Soviets, including a President. This is to to show the world that the United States of America indeed has regained their sovereignty since invasion. There is no longer an occupation going on, the Soviet troops, that has even increased in numbers since the occupation phase, are only there to help. The Soviet forces however has problem with some Americans that just refuse to accept the new order and has started to shoot at the Soviet troops in skirmish sized ambushes. The losses sustained in these attacks are minute but has a negative inpact on Soviet morale. To remedy this problem something must be done, the American National Guard are rebuilt, besides an sovereign nation must have their own military. The National Guard troops are then ordered to attack troublesome insurgents in order to spare precious Soviet lives. Some of the soldiers in the National Guard desert however since they claim that they don't want to shoot at their own people. The people of the mighty Soviet empire are awed at these obvious displays of cowardice...
