It's all relative. He was able to keep Iran relatively at bay. However, compared to our military, his was a joke.

Iraqi Army, which numbers 375,000 soldiers, including the 50,000-60,000-strong Republican Guard, is still the largest fighting force in the Middle East. An additional of 50,000 troops could be called up for active duty in emergencies. Saddam mobilized nearly one million troops in the Gulf War, including 650,000 reserve forces, who could be put on active duty from the age of 18 to 45. According to the Jane's Information, the Army comprises 23 regular army divisions -- three armored divisions, three mechanized divisions, 11 infantry divisions and six Republican Guard divisions. The Army is equipped with 2200 tanks, 3700 armored vehicles, 2000 artilleries and 500 anti-aircraft guns, as well as six missile batteries. Iraqi Air Force consists of 30,000 men, of whom about 17,000 are attached to its subordinate Air Defense Command. The Air Forcehas various types of fighter planes, including five Mig-25s, four Mig-29s, 30 Mig-23s, 20 Su-22s, five Su-24s and 20 Mirage F1, and nine transport planes -- two An-22s, six An-24s and one Il-76. This was the same pattern Saddam followed for a decade. Block and stall and then say uncle just before facing severe consequences. And yet nothing ever got done in 10 years! Enough was enough.

Again I will ask, who is bringing him to justice? Did you see the info I provided on Saddams military prior to the 2003 invasion? Who is walking through that and leaving with Saddam in cuffs? Chuck Norris?

There is no way around it, what you describe would entail a full invasion and battle with Saddams military. Which is exactly what Bush did only you are advocating leaving Iraq in chaos and open to takeover by it's neighbors without a leader and a defeated military to stand in the way.
