I brought in the example of Harlem to say that some people in some parts of Harlem carry guns as well - that a permit means nothing. To say that the only part of Harlem is Washington Heights is just fallacy.
Obviously there are other areas of Harlem besides Washington Heights, so cool it on the geography lesson, professor.
