Why do you have to target civilians to be considered a terrorist?

I think the definition (as definitions do) has changed over time (obviously especially since 9/11). However, any person that uses fear and terror with political guidance to me is a terrorist. If they are utilizing it against civilians or the government or the military makes no difference IMO.

V for Vendetta. The main player can definitely be called a terrorist. He definitely did questionable activities. But he was justified for an analogy of sorts there.
