Well, it will take sometime to make it happen even if the congress passing the bill right now.
I predict that the oil price will drop as soon as the US presidential election is over, then when the time US start withdrawing troops it will come down to below $100 a barrel. After that it all depend on us whether we can explore other oil fields in our country or not.

Im not satisfyed with your prediction. I want a guarentee. people love to tie negative things in with the war in Iraq but its neather hear nor there. The answer is still the same no matter what your prediction is. Drill in America. Invest in America. Create energy jobs in America. Lower the price of oil through energy independance by drilling in America. And screw the enviromental extreamist and democrats that are trying to block this polocy!

Lots of bi-partisan energy bills have passed.. the subsidies for farmers to produce more ethanol being the latest attempt by the Federal govt.

Looks like an energy polocy to me! You forget that the oil market also based on SPECULATION. So if they want to keep some other polocy secreat before it is implemented then its fine with me!

In theory. In reality, which is where we live, we can't get most of that oil, or it requires too much oil to make it worth the extraction.
