Well, it will take sometime to make it happen even if the congress passing the bill right now.
I predict that the oil price will drop as soon as the US presidential election is over, then when the time US start withdrawing troops it will come down to below $100 a barrel. After that it all depend on us whether we can explore other oil fields in our country or not.

The admin already knew what had to be done back in 2001, which was to.. "promote dependable, affordable and environmentally sound energy for the future".

Were they able to do it? No. But to their credit they did try harder in the later years.

Looks like an energy polocy to me! You forget that the oil market also based on SPECULATION. So if they want to keep some other polocy secreat before it is implemented then its fine with me!

Im talking about drilling for OIL! Show me the bill that democrats didnt block on Oil drilling! Im not serching for sources of energy that are years away from even becoming possible much less affordable! Ethanol is rediculous! It doesent work! Im looking for the quick fix! We have enough oil in the US to last for over 150 years! Lets drill now while we serch for these new technologies and pay less. But Nope! Democrats wont let us!

And the POTUS said the answer isn't drilling for oil. He said so just a few months ago, they knew it back in 2001.
