There were operatives and analysts in the intelligence community saying that Iraq was not a threat. And they were collecting this intelligence on Iraq because they were asked to do so by the Bush administration. The intelligence community collects intelligence for the policy makers and there is a long history of policy makers picking only the pieces of intelligence that agree with their desired course of action. And Bush desired action against Iraq since he took office.

Anyways, you don't even have to try and connect Saddam to al Qaeda to connect him to terrorism. It is a well known fact that Saddam gave $20,000 to the families of Palestinian suicide bombers between 2000 and the invasion of Iraq in 2003. Thats a pretty substantial link to terrorism.

And another great way that they could have sold the war was the genocide of the Kurds in the late 80s. Who wouldn't want to bring someone who was responsible for the massacre of over 200,000 of his own people to justice?
