Excluding Bush the Lesser, who in your opinion is the most overrated US president. I say it's Reagan.

Reagan never submitted a balanced budget (although he blamed the dems for the spending) and oversaw two of the biggest government scandals in history -- the S & L debacle and the Iran-Contra shenanigans. Oh, but he did have a robust foreign policy highlighted by the invasion of Gernanda where the US triumphed over 50 Cuban construction workers wielding shovels.
