I'm almost sure...man made that up himself. In early times, many an able'd body was needed to work and to provide sustenance and protection for the clan, or family. "Seed" was a valuable commodity, and surely frowned upon to be "wasted" on the ground (Onanism=masturbation), or "misdirected" (homosexuality), as those "practices" could hardly be "fruitful" activities.
So laws or rules or codes were set up to discourage said activities which would not benefit the clan/family...providing a caveat that the rules were sanctioned or ordered "by God", only served to add adherence and compliance.
