If the quote was for me...

Then congratulation on discovering our 14th Amendment. However, if you'll read it again it doesn't say anything about the Federal government being responsible for job creation.

They are going to tax you because you need roads to get to work. you need lights to see to get to work. You need police fire aide for you and your family.
What you pay in taxes you use everyday.

Create The Third National Bank of the United States, and give it the power to issue legal tender.

If your answer requires government funding, then I would ask that you also provide the method for obtaining the funding. Like higher taxes, killing some other program(s), more debt, etc.
Think outside the box built by Wall Street. Funding can be created "out of thin air."

If you think this must be accomplished by the private sector, please explain the industry and what the impetus will be to kick-start such a process.
A National Bank with the power to issue legal tender could fund the public sector. It could also issue long-term, low interest loans to the private sector. It could see that no funding is wasted on anything that is not necessary for physical economic production. Power plants, water projects and transportation infrastructure could be among the top priorities.

The key to all this is simple: The first person who spends each brand new dollar is an actual productive worker.

recently we had a thread discussing the minority of corporations which annually pay federal taxes, according to a GAO study
and in this thread some of the first comments are that we should reduce corporate taxes, in our quest to create employment
that seems misguided in face of the facts that wage earners subsidize the tax obligation which would otherwise be paid by business

this graph delineates the erosion of corporporate participation in the funding of our nation's government

it would seem that corporations are a viable potential tax revenue source if funds are needed to fund job creation (public works) programs

Allocation and enforcement of tax laws against private enterprise are costly unless your willing to sacrifice great amounts of financial liberty. Furthermore the cost added to production by taxation merely gets built into the final price of the product, so in either scenario the consumer pays the tax.
