American troops are 'serving' in Iraq in as much as Russian troops 'served' in Afghanistan or Argentine troops 'served' in the Falklands. American troops aren't serving, they are occupying.

Here's a helpful hint for you: if you have to type 'isolated incident' as a plural then the incident(s) aren't isolated.

The number or proportion of troops that haven't committed war crimes is irrelevant to the fact that some have.

The standards for troop behavior fortunately aren't set by Marines who have served in Iraq. The standards for troop behavior are defined by international agreements to which the US is signatory. Those agreements include conventions on behavior that preclude torture and murder.
