It's an attempt to win over people who are leaning toward Obama by sounding less partisan.

Truth of the matter is that the differences in energy policy between the candidates is marginal, practically nonexistent (especially considering each would be filtered through congress fist). Makes it a safe issue to say "See, we can agree" and earn brownie points... plus it's Palin's only issue (other than abortion, which is not going to come out except around safe conservative audiences).
