Also heres a thought what about someone whos extremely succesful but didn't need a degree to do it? Or what about someone who is extremely academic but studies under his own time and not in a university? All this would do is discriminate against people who are to poor for college or who don't need/want it. You can't measure the education of everyone in the country the idea is insane.

as i said before, let's rephrase it to people who have achieved things.
You can measure it and you should. There should be some filtering. There are some people who clearly are not fit to vote (think of severely impaired or mentally challenged handicapped people), i don't think there are many that would disagree with me if i would say that those people should not be able to vote. These are people who can't take care of themselves and can barely grasp the concept of democracy, let alone the complex issues that are playing key roles in the governmental policies.
