I think that peace can only exist in a state of freedom. If oppression is violence, and democracy preserves freedom, then I would agree with the premise that democracy should promote peace.
What the @#$% did I just say? You need to be free before you can be peaceful, is what I'm saying. So if democracy is the best way to achieve freedom, then democracy is the best way to achieve peace. |

Peace as it's usually defined depends more on international collaboration than on individual government systems.
The world is essentially an anarchic system. International organizations attempt to fix this, but are basically voluntary pseudo-governments with no real authority and somewhat lacking in legitimacy.
