Taking away a tax exemption is in no way limiting free speech. The pastor is free to say anything he likes. Losing a privilege is not the same thing as infringing a right.

Besides, there are *plenty* of laws limiting free speech, and courts have held that they do not violate the constitution. Libel, slander, public safety, inciting to riot, pornography.... all are limited or illegal.
