The reason being that the elections of 2000 was stolen. There was no election in 2003. If you mean the election won by Kerry in 2004, that was also stolen by the Republicans.

The Republicans are currently caging voters, and trying to scrub as many voters off the voting rolls as they can. They are also running disinformation campaigns.
