I'll back up SS. He clearly stated that Clinton refused to sign it. Clinton was a bigger panderer than Bush. Clinton would do or not do anything depending on political expediency...No matter what he was for or against.

everyone demonstrated more clearly than in Somalia where he placed our troops in harms way with no clear plan of action or goal, and where he allowed the opinions of the world to dictate military policy. Clinton did not try to sign the treaty...thats all that matters. Everything else is speculation.

why does he personally have to sign it for him to approve it. has president he has a lot to do, this and many other things was given to the vice to ease up his timetable.
