Default Cash for Clunkers?

How is our government going to pay for all of these clunker's to be disposed of? Or are they? Doesn't the "Cap & Trade" bill include a requirement to buy new fuel efficient vehicles?

I don't understand why Obama put out $1billion dollars as an incentive. Can someone explain this to me?

cap and trade won't pass, and cash for clunkers is going to be a huge hit for the budget, unless they suck more from the do-nothing stimulus.
