A question about Bush's case for war and WMDs

I was just wondering if people believed that even Saddam had WMDs, why did they think he was going to use them?

Didn't the old Cold War idea of MAD still apply? I know one idea is about them getting into terrorist hands but wasn't there talk of Sad(*)(*)(*)(*) firing them?
