Those rules are defined on a state level though...some states DO dole out electoral votes proportionally. And any state can chage the rules if it doesnt like them.

Unfortunately, it isn't that simple. Most Lords have 'friends in high places',they make considerable donations to political parties and so on. The Lords might not have much power but they have put themselves in a position where they aren't likely to be removed. It is all quite complicated and it comes from the days of the civil war.

If the House of Commons is elected by the people, and the House of Commons has absolute authority (eventually) then that means the common people are not yet pissed enough about the Hosue of Lords to remove them.

Donations are irrelevant; ultimately, it comes down to the desire of the masses to compromise. It is their choice to do so. The mechanism for change is in place though. If enough of them wanted change, it would happen.

Again it's not as simple as that, the people in the House of Commons are politicians and bureaucrats and so place their careers over the wants and needs of the people.

Do the British masses have the option of electing whoever they want?

If so, why do they choose to elect people that are corrupt?

Yes, it really is as simple as that. As long as they continue to vote for these people, they are giving their consent to the decisions those people make. They have the power to change things, but for whatever reason, choose not to. They choose to compromise indtead. That is ultimately their fault. The politicians are just the symptom.
