Basically I think is stupid public fear. Either some people will say things like don't pollute space (space is already a sea of radiation so...), or if there is an accident, it will pollute earth badly if it randomly blows up (anything would be burned so spread out it won't matter. None if it would probably survive re-entry anyway), or just hate anything nuclear.

BTW, it has been done with I think a probe on its way to Saturn.
