Electoral Redistricting
In the U.S., it is common to see electoral districts manipulated for political reasons by the state legislatures. This creates an inaccurate representation of the voters will.
In some countries, such as Canada for example, a seperate and independant group of non-partisan officials convines to form the electoral districts. Consequently, if you look at a map of ridings in Canada, most will be square or rectangular.
Basically, which way is better? You can say that the state legislatures represent the people, therefore they have more authority than anyone to draw the lines. On the other hand, politicians may not have the expertise or impartiality to create a fair riding.
