Not so. Communism works very well for the few elites that retain control and exempt themselves from the oppressive government they impose on the masses.

Getting back to the original question.

It never has because it is a system of systemized theft. The state steals from everybody to redistribute to the poorest and themselves (mostly) and no-one else.

Cuba is the exception that proves the rule. The difference for them is that they have a handy moat that keeps their best people in. This saves a lot of money in prison walls that East Germany had. East Germany (the DDR) was considered a 'successful' communist nation but the moment the wall came down the people left in droves. The reason why is because the state was stealing their future and the people knew it. It's not RIP DDR; it's GOOD RIDDANCE!!!

Communism hasn't worked because it's been so muddled by every practitioner of it. The Soviet Union was obviously too militarized, too totalitarian, not economically Utopian enough. Sure, Communism is all well and good until people finally begin to realize it's not getting any better, you're stuck with crappy conditions and you're going to like it. The People's Republic of China (hahaha, Republic? Whaaaat?) is turning Capitalist, the economy of Communism is too restricting.

Human instinct drives us against the principles of Communism. We can't all be completely equal, because we're too greedy.
