Another example of why scientists make lame statesmen.
Even if statistically Africans have lower intelligence... does that mean:
a. that all Africans are less intelligent than all Europeans?
b. that this difference in intelligence matters in most cases?
No and no.
Social policies don't need to reflect a difference because there is no important difference as far as social policy is concerned.
In all societies most people are not all that smart. The smart people move into places where they make more decisions. The not-so-smart people continue on, able to deal with the facets of everyday life they face.
As for comparing the brightest people from different races:
Irrelevant. How often do the points of IQ over 130 matter? IQ becomes more and more trivial as it gets to higher levels.
So in short:
There are Africans of the intelligence capacity necessary to run nations, businesses, etc.
This level of intelligence is not necessary for most people in a society.
Statistical averages should not be used to make judgements of individuals, especially in social policy.
Some of these scientists get so self-important in their research that all the reasoning ability they have becomes a moot point. Of course, inevitably political ideologues always find their misguided comments and post them as though the person must be right just because he's a scientist.
