IMO, the people asking the question or supporting the accusation are racist. Knowing how AIDS is usually spread, the assumption that blacks would be killed off while other races would be generally OK should be profoundly insulting to black people. Seriously, it just wouldn't work unless blacks were uniquely immoral.

Even in your example, it still doesnt make sense. The government did not test on those people in order to engineer Syphilis to kill blacks. Or even any race of people.

And that is the accusation...that AIDS was designed to kill a specific race. And there is simply no evidence of that. If it was designed to kill a specific race, then the design failed miserably. Because it affects all races equally.
