I think that he hasn’t that money now because of he spent it for military preparing for operations against South Ossetia and Abkhazia. UN money are simply stolen or withdrawn for some secret funds and directed at realization of some military projects. Moreover I suppose that this money, $ 70 mln., will be spent for Chechen rebels service whom Georgian Minister of Defense began to use in Kodor Gorge.
