Gorbachev did have an excellent reserve in the defense industry. With a good centralized management and the ability to transition to civilian production. Not for some sort of pans , and equipment for meat-packing industry but mainly for technology of oil and gas, consumer goods, equipment for health care, building materials and much, much more.
Due to conversion products, we could radically transform the energy industry, housing - communal services, the sphere of transport and construction. Already today, "Sevmash" at Severodvinsk is successfully building tidal power plants, floating nuclear power units, and excellent drilling platforms for "Gazprom" . And it is on the remains of Soviet potential! Do you really think that Gorbachev could not make the same twenty years ago?

Why do you think all users from Russia are Russians ethnically? Russia is the multiethnic country. And how many Armenians, Kazakhs and Uzbeks have you seen here to judge of their opinion?
After disintegration of the USSR republics of Central Asia have fallen in poverty and savagery. Tadjikistan has gone through civil war which costs about 400 thousand human lives. Now about 40% of the working-age male population of this country work as gastarbeiters in Russia for 200 - 300 dollars a month and consider this are good salary. A computer is a rarity in an Central Asian family, the biger rarity is a person which has a sufficient education to speak and write in English. Turkmenistan is the closed country where is no Internet.
Coming back to a role of persons who have disorganized USSR you can learn the opinion of Soviet republics on the referendum at 17 March 1991. http://en.wikipedia.org/wiki/Soviet_...ferendum,_1991 The problem is the people which destroyed the USSR did not take into account this opinion. Though Armenia has given the big enough percent against preservation of the USSR - 27,2. Now many Armenians immigrated to Russia. And all Armenians with which I am personally familiar are proSoviet enough. Even Georgians prefer to live in Russia. Despite of 08.08.08 and savage antiRussian hysteria more than 20 % Georgians live in Russia now.
In 4th November of 1985, George Shultz Secretary of the USA visited Moscow . So to speak, in preparation for a meeting of leaders of America and the Soviet Union in Reykjavik. Gorbachev tried to play as hard politician, ready to confront the enemy.
He was speaking initially properly. The beginning of his speech is worthy of Stalin. Yes, only the difference is huge. Stalin's words would be weighty, with a hidden threat. And after His words as usual followed the case.
But Gorbachev just boasted. And hysterically. Actually, he was not going to do anything. Moreover, this clown could not stand the tone of conversation . Just trying to look cool ,constantly mentioning about cosmic threat, He showed his serious fear of SDI in that conversation . And almost immediately began to beg for some sort of American arrangements. And the crafty player Schultz instantly understood, who in front of him actually. In general, at the end of the meeting, Gorbachev was looks like a bad clown with forced smile ...

In the 1986-1991 years. Was planned modernization of the industry: the introduction of industrial robots, machine tools, computer-controlled, flexible production lines. Industry urged to produce world class products. Huge invest of 200 billion rubles (read: dollars) for the purchase of new equipment and modernization of old machinery.
But from the very beginning, these good intentions must to be reinforced by the creation of high-precision apparatus of repression , in the spirit of Stalin , against the lazy and incompetent officials . The only way you can achieve a real breakthrough in the development of the country . Without resorting to barbarism and the destruction of entire sectors of advanced manufacturing. But Gorbachev was afraid to pursue that policy . And here's the result: in 1987, reveals , 60% of factories being built in several machine-building departments the level of technology does not even reach the average level for the USSR. 30% came out above average, but inferior to world standards. And only 10% could be attributed to advanced. And in many cases at a stretch. Here is the "fruit" of Gorbachev's politics: "I will give the bureaucracy means, but I will not check its validity ."
Stalin would be after such checkup, chastised guilty.
