    You are wrong. Dutch absolutely correctly has given you the meaning of the word "black" in Russian understanding of this word. Speaking "black" we usually mean immigrants from Southern Caucasus and Central Asia. As to African people we use the word Negr. There is a statistics: for example at 2004 so-called ethnic criminal groups have caused 64 % of all crimes fixed in territory of Russia. This situation generates Russian racism towards immigrants as response.

    I do not want to justify racism. Any racism is the savagery in my understanding. But speaking about this phenomenon we should speak about not only Russian or West European racism towards immigrants. We should not forget racism of immigrants towards aboriginals of the European countries. This racism is not better at all than Russian or West-European one.

    So, basically, what you're saying is Russians don't have a problem with skin colour on the whole, but what they see as out of control immigration.

    About topic, yes here it is a problem in the migration service,but all of these problems are largely solved with the help of the state budget,illegal migrants sends their homeland .
    Think of it as about the costs of the transition period in the history of the USSR.
    USSR still exist.
