Russia is very much of interest to the Americans; the reason they do not "create topics in the russian section" is because 99.99% of PF posters post in the 5 top categories - Current Events, Latest World News, political Opinions and believes and so on; most no-one comes down here. If you check any other categories in the "cellar" of PF, you'll find out they too contain very few new posts, just like the russian section.
Wanna do an experiment? Find a hot russian topic of the day and post it in the Latest World News. I guaranty you, it'll be hotly debated.

Yes, with PF. The forum itself prevents serious geographical political discourse. Although it does try with a split to the different regions. And as we know and been pointed out. The main categories are the cradle for the random rabble to converge.
