When? Carpet bombing is unacceptable because it puts civilians at risk. As far as I know, we don't do it anymore.
When did we last carpet bomb someone? I don't think we've done it since Vietnam.

shoehorned with guided weapons, but was never designed to carry them.

Do you have a source for those weapons? I'd like to see the particulars. I don't think that is analogous to carpet bombing.
