Aggression on a sovereign country without UN approval is a war crime itself. Not to mention all those civilians who were killed in the bombing. So, basically yes. He should be tried. And would be, if he wasn't the president or ex president of USA.

You should watch the Slobodans Trials...... You should be able to learn what not to do by just watching them.........
