U.N. vehicles burn during clashes in the ethnically divided city of Kosovska Mitrovica March 17, 2008. NATO troops came under automatic weapon fire during Serb riots in the northern Kosovo flashpoint town of Mitrovica on Monday, a French NATO spokesman told Reuters.

We would only attack Serbia (IMO) if it was policy related. That is, if we could determine that the Serbian government ordered the attacks directly or indirectly.

As obnoxious as Serbia has been, we are not going to bomb them over the actions of isolated terrorists which the Serbian government has no control over. We would not hold the Kosovo government responsible either if situations were reversed.

If it can be proven that the Serbian government is behind the attacks (directly or indirectly) then that is a whole different story. Then yes, a bombing might be needed.
